When developing the strategic outline business case (SOBC), balancing the needs of the government versus the expected IRR of the private investors combined with developing the optimum risk transfer model with a robust payment mechanism is a delicate process.
The key objectives aside from the above is to ensure the project is sustainable, profitable and bankable.
We will liaise with Commercial and Development Banks throughout the term of feasibility study to ensure the appropriateness of the financial structures assumed in the project model we have developed as part of the SOBC. Key financial criteria such as gearing, margins, tenor of debt, reserve requirements, debt service covers ratios and the amortisation profile will be discussed with banks and secure a short-term term sheet. Not only will this help confirm the structures underpinning the figures are bankable, but will also assist in the optimisation of the models, thereby ensuring the feasibility report shows a ‘best value for money’ position.
Banks will also be interested amongst other things in security package arrangements, hedging proposals and the reimbursement model (to the extent this passes any ‘demand risk’ to the SPV, thus lender appetite, or pricing, may be impacted). We will manage these commercial aspects which key to the deliverability of the projects.
