Yves Speeckaert
Head of PPP Infrastructure Finance & Investments

  • Yves Speeckaert has over 25 years’ experience in Management Consulting and Project Finance with project experience in over 20 countries worldwide.
  • From 1996 to 2000, Yves worked at KPMG in London and in São Paulo as Director of the Telecom Privatization Team. From 2001 to 2005, he was Director of Structured Finance at Banca Intesa, based in London, specializing in project finance. Yves contributed as expert in various Multilateral-sponsored privatization and African PPP programs including Brazil, Paraguay, Brunei, Senegal, RD of Congo, Gambia and Mozambique. Since 2011, he has been active as Director of Private Equity Investment Funds (AIF) in Luxembourg.
  • As part of a World bank sponsored reform of the public sector, he led a team of experts in the restructuring of the Health and Hospital network of Gecamines, Congo’s largest state mining company (57 structures). He also set out the legal and regulatory framework of PPP (Law) in Mozambique (2010). In Senegal he was team leader in the setup of ARTP (Postal regulator) (2005) and currently working with Innova on two major healthcare PPP transformation programs in West Africa.



Leo McKenna
Head of PPP Infrastructure

  • Leo’s area of expertise includes strategic advisory and planning, infrastructure development, investment appraisal, Public Private Partnerships (PPP), Project Finance, change management, good governance, value enhancement, performance improvement and turnaround, commercial transaction/negotiation, financial management.
  • Leo has deep domain expertise in PPP have served as Head of Project Finance & PPP Advisor for the Strategic Investment Board, UK working in the First Ministers’ Office, as a ministerial PPP and commercial advisor, Leo oversaw private capital solutions employed in public infrastructure and services. He successfully led commercial transactions and closed PPP deals totalling circa STG £1.5 billion, including Ireland’s first and only PPP hospital; the largest project ever successfully delivered in the region’s history.
  • During this time, he sat on over thirty public sector project boards. Leo also served as a Senior PPP Advisor acting as the UN’s senior PPP advisor to the governments of Belarus, Moldova and Kyrgyzstan in the development of their national infrastructure investment strategies. Also worked with the UN Sustainable Energy Division in Geneva to develop its global energy access strategy. Leo is currently engaged on several healthcare PPP projects in Eastern Europe and Africa.



Eric Marie Dupuy
Head of PPP Pharma Solutions

  • Eric-Marie combines a strong experience of corporate management at central and field level within international pharmaceutical company and a proven record of programmatic and technical expertise with international institutions, NGOs and endemic countries as International Expert in the field of public health and development. Having been primarily exposed to Europe and US business environment Eric-Marie has leaved for 4 years in South Africa and has travelled extensively in Africa in support to endemic countries and populations in need.
  • Eric-Marie spent 15 years in managerial positions including Auditor, Country Director, Business Unit Director and Corporate Purchasing Director Clinical & Consulting with major pharma corporations with 4 years in Africa. He has also launched the operations of Impact Malaria, the first significant commitment of the pharmaceutical industry to the “access to treatment for all”.



Aniruddha Parmar
Infrastructure Planning

  • Aniruddha has significant experience in executing and managing complex projects. He has worked on wide range of projects ranging across various sectors and most recently in pharma from setting up of development scale laboratories for both Formulations and APIs to full scale commercial plants. Some of the projects in which he has been involved have received approvals from Indian FDA, WHO, US FDA and UK MHRA.



Andrew Murdasov
All clusters, Strategic Planning and Business Development Director

  • More than 20 years of experience covers the full spectrum in the area of ​​strategic development and planning issues, from individual business lines up national strategies for the development of industries to multinational integrated projects with a volume of investment up to 6 billion dollars.
  • Experience, among other things, includes: a multifactorial analysis and forecasting of markets, development of medium- and long-term forecasts and plans of action to develop marketing, financial and investment strategies, evaluation and strategic development of new business lines, strategic portfolio management, development and protection business plans for investors and financial institutions, major restructuring of holding structures and optimization of business assets and management systems.
  • The basis for implemented projects is the largest private companies, development institutions, state institutions, including the ADB, EBRD, Big Pharma companies, national companies industry leaders ; a significant number of projects have been implemented in the framework of PPP in cooperation with the National Corporation and the relevant ministries. Geography of projects includes the CIS countries, Eastern Europe and Africa. Since 2007, the main activity is in the resource sustainability in healthcare sector

Cooperating in different fields of the healthcare industry we provide management for such projects as medical institution construction (including medical and diagnostic equipment supply, installation and exploitation), creating or modernizing hospital departments, implementing various state and public-private healthcare programs.
